Теоретичним підґрунтям посібнику стала людиноцентристська ідеологія відносин людини та держави над розробкою якої працював академік В.Б. Авер’янов, що знайшла своє вираження у Концепції адміністративної реформи в Україні, затвердженій Указом Президента України від 22.07.1998 р. Ця Концепція стала основою подальшого формування взаємної відповідальності між публічною владою та громадянами. Новий погляд на знайомі зі студентської лави постулати пострадянської юриспруденції піддаються критичному аналізу та пропонується сучасне розуміння ролі і змісту адміністративного права.
Базовим методом при підготовці посібника стало сприйняття правової системи та правових норм, як аксіом, що регулюють правовідносини у різних суспільно-економічних сферах.
Видання буде корисним для вчених-юристів, студентів юридичних навчальних закладів та всіх, хто цікавиться проблемами державного управління.

В историческом исследовании рассказывается о том, что основанный в сере-дине XVII века запорожскими казаками поселок Ольшанка (Маслово), в середине XVIII века был заселен болгарами, переселившимися в Украину, вследствие своего тяжелого социального и экономического положения на родине, порабощенной Ос-манской империей. Ольшанские болгары участвовали по всех российско-турецких войнах II половины XVІІІ-XІX веков, завершившихся освобождением Болгарии от Турецкого владычества (3 марта 1878 года), а также и других военных кампаниях Российской империи, в том числе и в Отечественной войне 1812 года.Но наиболее интересен тот факт, что «от първите преселнически групи само олшанските българи запазили националното си самосъзнание», став неотъемлемой частью украинского народа, тесно связав свою судьбу с судьбой украинской земли.

The article deals with the issue of administrative law reform in the
context of human rights. Forming a democratic, social and law-governed
state in Ukraine requires bringing a system of Ukrainian law in
compliance with such principles on which the respective systems of
developed countries around the world are based, in particular in European
countries. Considering the issue of adjusting of Ukrainian law to
European standards, one should say about the dualism of law, that is, its
division into private and public, which, although not officially
consolidated, in fact, exists in Ukrainian law.

The theoretical basis of the article was the human centered
ideology of relations between man and the state. Re-thinking of the
activities of the Soviet authorities begins with the establishment of
Ukraine’s independence. The fundamental changes in the doctrine of
law, the understanding of which is based on objective nature and
embodies the principles of reasonableness, morality and justice,
elevates the value of man in the state, his freedom and dignity.

The author of this essay has repeatedly addressed the theme of the reconstruction of the history of the Early Middle Ages on the territory of the Northern Black Sea Coast. This study is one of the attempts to find answers, to numerous questions that arise when reading text-books and viewing popular science and feature films. Among them are those that so suddenly became acute not only actual, but really topi-cal at the present time. Based on written sources and archaeological data, it is proved that the ancestral home of the Slavs is the territory of modern Slovakia, namely its western part. Here the first Slav princes ruled, here in the city of Nitra, the Slavic enlighteners Saint Constantine and Methodius preached. The author of the publication, following the ancient authors, defends the idea of Slavic unity and the need to preserve and develop Slavic culture.
