Globalization of the economy, revolutionary technological changes in production processes and trade liberalization necessitate the deepening of research on theoretical and methodological aspects of the formation of new models of industrial development management. The paper highlights a number of theoretical provisions that can serve as conceptual guidelines for the modernization of the industrial development management system in Ukraine in the context of modern globalization and technological challenges. In particular, it is emphasized that the intellectualization of industrial production necessitates the intellectualization of management processes. The specifics of strategizing the innovative development of industry are considered. Recommendations for the formation of "scientific and information shell" of the management system based on the coordination of government, business, educational and scientific institutions, NGOs in the modernization of industrial policy and implementation of a new model of industrial development management are suggested. The basic functions of modernization of the industrial development management system (worldview, epistemological, genetic, adaptive, social, economic, ecological and political) are highlighted. The principled schemes of implementation of the new model of management of industrial development and its intellectualization at the macro level are offered. The importance of the regional level of modernization of industrial development management is noted. In this context it is emphasized, that the concept of «smart specialization», based on the idea of taking full account of the benefits and potential of a particular region, and «good governance» concept deserves of special attention.

In the article the author attempt of systematizing and generalization of conceptual bases and applied aspects of organizational and territorial providing of sustainable development of agriculture is presented. The key role of organization of land exploitation as multifaceted socio-economic category in the system of land use management is noted. The structural model of land organizational ensuring of sustainable development of agriculture, which provides functions consistent decomposition for land use management based on the principle of subsidiarity is proposed.

Increasing demand for food products, globalization of markets, trade liberalization, technological changes in the methods of production and saving of food products require the deepening of research of the theoretical and methodological foundations of the development of agrifood systems at different levels. Taking into account clearly expressed regional heterogeneity of development of agrifood sector of Ukrainian economy, as well as increasing role and importance of regional level of management in the modern economy, in paper in the context of post-nonclassical methodology the characteristic features of agriindustrial, territorial and hybrid paradigms of regional systems development are considered. Significant extension of the concept of "development of regional agrifood systems", which in modern treatment covers not only traditional issues of organization of production, processing and marketing of agrifood products, but also such subject areas as food security, social inclusivity, nature protection and rural development. Bortis's scheme, which reflecting the ordering of individual elements of reality according to their stability over time, was used to analyze the selected paradigms. Particular attention is paid to highlighting the institutional aspects of the development of regional agrifood systems and the role of civil society in this process. It is also noted that the hybrid paradigm, which combines elements of agriindustrial and territorial paradigms and takes into account the incompleteness of transitional processes, is the most suitable for implementation in Ukraine, where during the years of post-socialist transformations the dualistic model of the agrifood sector functioning was established. Priority directions of research of prospects of development of regional agrifood systems under conditions of strategic rapprochement of Ukraine with the European Union are highlighted.

Ekosystems which include all organisms living on a given area, together with physical environment, are connected between each other with processes of energy flow and matter circulation. The factors which condition existing of these processes in ecosystems are green plants, animals as well asfunga and bacteria. These groups constitute trophic structure in the form of food chains. The general principle of ecosystem reduces to the fact that one organism is a source of food for the other, the latter for the next and so on. Tacing into account diversity of ecosystems, reflecting a series of elements ofgeographical environment,we deal with thermal diversityof the ground, which in turn, decides about absorption, dissipation or reflection of thermal energy reaching the surface of the Earth. These phenomena, recorded by thermovision systems can be located on thermogrammes. The problem to be discussed is determination of borders between ecosystem groups on the basis of superficial distribution of temperatures on thermogrammes recorded from a plane.

The comparative analysis of basic descriptions of the systems of traditional for postsocialist countries territorial development management and modern spatial management is carried out. Based on the imperative of forming of spatial preconditions for economic, social and cultural development of society and saving of natural environment, the necessity of introduction of the new approach (in particular, such as foresight activities and benchmarking) for organization of spatial development of rural areas at regional level is grounded.

Interest in land-use changes (LUC) research has been growing rapidly in recent years. This topic has already become the subject of a separate scientific discipline – land use science (or land change science). In order to formulate relevant future policy and develop appropriate land-use management tools, it is crucial to know how the LUC affect on the environment and society condition. For Ukraine, where during the years of post-socialist transformation of land relations the structure of land use and the system of land resources management have significantly changed, the study of the LUC on a modern methodological basis is especially actual. The paper, based on a critical analysis of publications in leading international journals over the last thirty years, identifies key directions of LUC studies and analyzes their methodological features. There is a significant increase of the number of works based on the results of meta-studies and the use of a wide range of methods for modeling the LUC processes, their causes and possible consequences. The great "synergistic potential" of integration of the selected directions is noted, which makes it possible to accelerate the development of the general theory of land use and increase its use efficiency in substantiation of management decisions in the sphere of land use and modernization of the mechanisms of state land, spatial and ecological policies with consideration of existing and potential globalizing challenges. In this context, the key role of the land use integrated planning methodology at regional and local levels is emphasized. This methodology would require close cooperation between government, business and the public in developing a common vision for the implementation of specific land use plans and projects based on the principles of subsidiarity, participatory and shared responsibility.

During the years of economic reforms in Ukraine formed an inefficient structure of agricultural production and greatly exacerbated the problems of rural development. In this context, especially actual for Ukraine is considered a transition to a cluster model of organizing of agribusiness and rural areas development. However, theoretical ensuring of appropriate model for formation and development of agricultural clusters requires in-depth analysis of preconditions and barriers for clustering in agrosphere according to the key positions in theory of economic activity clustering. In the paper based on an analysis of the literature common features of clusters are highlighted, agricultural clusters typology is done and approaches to the analysis of their structure are concretized. The need for in-depth study of institutional bases of formation and development of agricultural clusters is substantiated.

За роки економічних реформ в Україні сформувалася неефективна структура аграрного виробництва та суттєво загострились соціальні проблеми розвитку сільських територій. У зв'язку з цим особливо актуальним для України вважається перехід на кластерну модель розвитку агробізнесу. Однак теоретичне забезпечення моделі формування та розвитку агрокластерів потребує поглибленого вивчення ключових положень теорії кластеризації економічної діяльності та їх адаптації до специфіки розвитку агросфери. У статті на основі аналізу літературних джерел виділено загальні ознаки кластерів, подано класифікацію агрокластерів і конкретизовано підходи до аналізу їх організаційної структури. Обґрунтовано потребу поглибленого вивчення інституційних засад формування та розвитку агрокластерів. During the years of profound institutional transformations of the post-socialist period in Ukraine, the problems of socio-economic development of rural areas have become significantly aggravated. In these conditions, the most urgent need is the modernization of the rural development management system and the transition to a rural-preserving model for the development of agrarian business. The paper emphasizes that such modernization requires a substantial deepening and expansion of its theoretical and methodological basis. In this context, the role of socioeconomics as an interdisciplinary scientific direction, which contributes to a better understanding of the economic and social aspects of rural development and their interrelations, has been noted. The essence, genesis, conceptual foundations and peculiarities of the practical implementation of the socioeconomic approach to modernization of the rural development management system in the conditions of decentralization of authority and the reform of local self-government are considered. It is noted that the approval of the socioeconomic approach in the management of rural development is fully consistent with the general trends of post-nonclassical development of science, one of the decisive features of which is the rapid growth of interest in the study of the interaction of complex systems of different nature and the processes of their self-organization. The following key directions of modernization of the rural development management system are provided in the paper: modernization of the management system for economic component of rural development; formation of an effective system of management of social (socio-demographic) processes that would be aimed at increasing the well-being of rural residents; system optimization of the management institutes and structures for solving a complex of administrative tasks at the state (national), regional and municipal levels. There is a special emphasis on the need to intensify the processes of self-organization of local communities through wider use of social innovations.

The questions of the institutionalization of agricultural land use management in the new economic conditions in Ukraine are considered. Particular attention is focused on the problems of crop rotation and monitor their compliance. The expediency of introducing a system of dynamic crop rotation in large-scale farms is substantiated.

The author attempt of systematization and generalization of the theoretical and methodological principles of landscape adaptive territory organization of agricultural enterprises is given. The special attention is accented on the analysis of matter and basic tasks of land use organization measures on the different stages of management activity.

The article focuses on analysis of modern state and regional heterogeneity of agricultural production space structure of Poland. The key strategic prospects of spatial development of rural areas and land policy of Poland after its entering into European Union in May, 2004 are considered.

The issue of the metropolization phenomenon and feature of its authentication are discussed based on the analysis of literary sources. Duality of metropolization as civilized phenomenon is noted. As a result of the conducted analysis outlined conceptual bases of research of economic aspects of metropolization processes on regional level.

The possibility of polarization-diffusion approach using for the formation of conceptual principles of regional economic space modernization is highlighted. Particular attention is paid on the need to consider metropolisation challenges in the study of current trends in the spatial forms of scientific and educational spheres development. On the basis of primary statistical data comparative analysis of the major trends and changes in science and higher education in regional centers of Western Ukraine is conducted. Висвітлюються можливості використання поляризаційно-дифузійного підходу до формування концептуальних засад модернізації економічного простору регіону. Особлива увага звертається на необхідність врахування метрополізаційних викликів при розгляді сучасних тенденцій розвитку просторових форм організації науково-освітньої сфери. На основі первинних статистичних даних проведено порівняльний аналіз стану й основних тенденцій змін у сфері науки та вищої освіти в обласних центрах Західного регіону України. Ключові слова: науково-освітня сфера, економічний простір, модернізація, поляризаційно-дифузійна модель розвитку, метрополізація, Західний регіон України, обласні центри.

In modem spatial economy there gets gradually affirmed the interpretation of economic space as a force field, the determining elements of which are growth poles, and of which innovations diffusion is the process. Permanent high-quality transformation of the centres (cores) of economic space is considered to be the driving engine ensuring permanent development and recreation of economic space due to generation, introduction and diffusion of innovations . In this background the polycentric model of social and economic development and economic space structuring is becoming more and more popular, and it is based on the idea of formation of a multi-tier system of powerful centres of local, regional and interregional levels.
Modem studies of metropolization phenomena are mainly based on its interpretation as a manifestation of the new way of territorial division of labour, capital, knowledge and power and «response» of urbanization processes to globalization challenges.

Kazmir L. Gnosiological aspects of modernization of management by social and economic development of rural areas of region

The gnosiological aspects of modernization of the system management by rural areas development in Ukraine in a postsoviet period in the conditions of market transformation of economy are analyzed. Special attention appeal on possibility of sociomechanic methods and a structural dynamic approach use for investigation of problems of rural areas and choice of alternative scenarios of their development.

By applying a generalized variational approach we construct an approximate system of equations for heat conduction for thin shells and plates and develop a method of solving them. We give the results of numerical studies for a particular problem. The equations for heat conduction in plates and shells known in the literature in the two-dimensional formulation were obtained starting from a law of temperature distribution over the thickness given a priori [1, 2, 5], but solved by application of the operator form as in [6]. The generalized variational approach for reducing a three-dimensional problem of heat conduction to a two-dimensional problem, which is based on the representation of the functions to be determined in an expansion in terms of moment characteristics of their distribution over the thickness, was proposed in [3]. In this approach the basic functional is defined on a set of functions of temperature and heat flux. The condition of stationarity for this functional is equivalent to the corresponding boundary-value problem of heat conduction written as the balance equation for heat and the Fourier law. In the present paper we apply the generalized variational approach to propose a construction and a method of solution of an approximate system of equations of heat conduction for the case when the original functional is given in terms of temperature. We consider a thin isotropic shell of constant thickness 2h with initial temperature distribution T = 0, that is in a condition of convective heat exchange with the surrounding medium at temperature Tin. The shell is referred to a mixed orthogonal curvilinear coordinate system (ol,/3, 7). We write the functional

Expedience of application of institutional theories for the subsequent deepening of land-use management theoretical bases in new economic terms is grounded. The specific signs of institutionalism, which, in author opinion, are able to play a deciding role in modernization of the land-use management system on national, regional, subregional and local levels, are selected. The basic functions of regional economic institutes in the field of land-use management are analyzed.

Expedience of the dynamic crop rotations system introduction in the new terms of manage is shown and their efficiency is analyzed on the example of land array of Sagaydachny private farm on the Kolodrubivska village counsel territory of the Mikolaivskyj district of Lviv region (Ukraine).

The specific of the organizational and economic providing of ecologization of agricultural land use in Ukraine in the conditions of scale institutional transformations is analysed. Priority of planning of institutional environment at development of instrumental base of the regional land policy which follows from the objective necessity of modernization of all land-use management system in the conditions of post-socialism transformation of economy is grounded. Special attention is concentrated on key measures on ecological modernization of the system of organization of land use on local level.

Monograph is devoted to deepening of theoretical and methodical grounds for development of metropolitan functions of large cities and substantiation of practical recommendations for policy improvement of increase of their metropolitan potential. In order to conduct this, the dominant features of metropolisation and main criteria determining the presence (or an absence) of metropolitan function of a large city are systematized. The preconditions, factors and features of development of metropolitan functions (organizational and administrative, economic, innovative and creative, cultural, representative and tourist, scientific and educational, transport and logistics, socio-demographic) of large cities of West region of Ukraine are analyzed. Methodical approaches toward integral assessment of metropolitan functions of large cities were developed, according to which the research on the example of regional metropolises of Ukraine is conducted. A set of instruments for the research of intensity of the influence of metropolitan center upon socio-economic development of administrative districts of a region are offered, which take into account the criteria of their territorial closeness. This allowed determining the ―from center to the zones‖ nature of the depth of penetration of development impulses, generated by the metropolitan center, in the spatial aspect. Correlation and regression modeling were performed defining interdependencies between the development of particular metropolitan functions of a large city and factors, which influence the effectiveness and increase of their realization potential. This was the basis for the development of predictive systems for increase of efficiency and metropolitan status of the city in the short and medium terms. Foreign experiences of organizational and institutional support, as well as strategic management of metropolises’ development were analyzed. Priority directions and instruments for the increase of metropolitan potential of large cities of Ukraine are developed; strategic priorities and measures for balanced policy of spatial development based on the utilization of the potential of regional metropolises are substantiated. Principles and methods of spatial 550 organization and development of the metropolitan system of region, modern imperatives of spatial organization of metropolitan sub-regions, ways to overcome the conflict in urban space, the mechanisms of cooperation and integration capabilities for national metropolises in the European metropolitan network are defined; conceptual bases of formation of spatial policy of regional metropolis development in Ukraine, particularly in the context of new challenges to Ukrainian national idea are developed. For scientists, economists, managers and practitioners of different levels of government, graduate students, students and for all those interested in metropolisation.
